cell fone's , web service through your fone

i have been surfing wlan's  and how you can connect your lap top to web service useing your sell fone with some feature's on some of them

i 1st got news of this through tv ads . and though about useing my devices blue tooth features so i could use the 2 together to get on the web when i was some place i had cell service but no wifi  ; i mean why not you can do this with a wire less intermet jack for pc's .
